We must realize that although the strong administrative intervention had had great advantage of 'concentraing effort upon important enterprise' in the primitive stage of economic growth, it has become an obstacle on the present road of economic growth in China: the monoply and corruption resulting from the administrative intervention has been befowling the achievements of revolution, exciting the opposition of the people.
