1.we don't always omit the writer’s address in the heading of a letter .we just do it when we write a E-mail or some special articles
2.it will be more polite if you do so.it depends on who will read it(close friend or not)

When writing a business or commercial letter ,we should make sure the language very formal.So the inside address and your signature should not be omitted.But they are not necessary in your letter to a certain friend.Instead you can write it casually.So whether to omit or not depends on the type of letter you are going to write.
