devote是个及物动词，不能接双宾语，用法是 devote A TO B 意思就是将a贡献给b 将a至力于B。

这句话的意思，后半句，“没有时间顾及家人、朋友..”，前半句“野生动物研究研究”，很显然，他把自己给奉献出去了，如果是主动的语态，你看，应该是he devotes himself to the study of wild life ,and has no time for family ,friends and personal interets..
